DoD Releases FY 2005 STTR Solicitation (2/01/05) - The DoD has released their
FY 2005 STTR solicitation which will begin accepting proposals on March 15, 2005 and will close to proposals on April 15,
2005 at 6am EST. This year the STTR has offerings from Air Force, Army, DARPA, MDA, Navy and OSD.
As per DoD policy, up until the formal opening date (March 15, 2005) you may talk directly with the Topic Authors to ask
technical questions about the topics. On or after March 15, direct communication between proposers and topic authors is not
allowed. However, proposers may still submit written questions about solicitation topics through the SBIR/STTR Interactive
Topic Information System (SITIS), at www.dodsbir.net/sitis/. The SITIS system has been revamped and is much improved, but keep in mind that all SITIS questions and answers are public.
The DoD STTR solicitation is available on the DoD SBIR web site at www.acq.osd.mil/sadbu/sbir/solicitations/sttr05. The DoD STTR topics will be included in the SBIR Gateway's Solicitation Search by February 4.
NOTE: The DoD may make changes to their STTR solicitation and/or the topics until the official opening date of March
15, 2005. It is not unusual for topics to be added or deleted during this time period. It is advisable to periodically check
for any changes.

NSF Changes Web Site Address (1/31/05) - The National Science Foundation (NSF)
has changed their web site address and have added an attractive new look. The new NSF SBIR address is www.nsf.gov/eng/sbir/.
HSARPA SBIR FY05.1 Modifications (01/21/05) - On January 21, 2005 HSARPA published
its "Official FY-05.1 SBIR Solicitation" which includes some modifications from their pre-release version that was
published December 21, 2004. It is not uncommon for agencies to make changes to their pre-release versions and HSARPA suggests
that interested companies download the "Final FY05.1 SBIR Solicitation" located at www.hsarpasbir.com/SolicitationDownload.asp.
The HSARPA FY05.1 SBIR is now open and will accept proposals until February 22, 2005 at 4:00pm EST. The changes from the
pre-release version are: Page 23, Section 5.9, Technical Data Rights, and Page 36, Topic H-SB05.1-006.

SBA Extends Comment Period for VC Participation and Small Business Size Standards (1/19/05)
- The SBA announced that it is extending for 60 days, the comment period for their Advance Notice of Proposed Rulemaking (ANPRM),
which requested comments on issues related to SBA's effort to restructure its small business size standards. This 60 day extension
is because SBA agrees with the public's view that an extension is necessary to afford interested parties more time to thoroughly
review the issues described in the ANPRM and prepare their comments. The previous deadline of February
1, 2005 is extended to April 3, 2005..
Although the ANPRM addresses a wide range of small business size standard concerns, the issue most germane to SBIR interests
is the Participation of businesses majority-owned by Venture Capital Companies in the SBIR Program. In brief:
- The SBA is seeking public comments on whether it should provide an exclusion from affiliation for venture
capital companies (VCC) in size determinations for eligibility for the SBIR Program. Under such a policy, VCCs that invest
in SBIR participants would not be considered affiliates of the SBIR participant and their size would therefore not be included
in determining the size of the participant.

At the conclusion of comment period (April 3, 2005) the SBA will announce a schedule for meetings and possible hearings
on all of the proposed size standard issues. Once the SBA makes their determinations it must be approved by the Office of
Management and Budget (OMB). Even if all goes smoothly, it is unlikely that changes would be enacted prior to 2006. [More...]
DOT Releases FY-2005 SBIR Topics Updated (1/21/05) - The
Volpe National Transportation System Center, (Volpe Center) has released the topic titles for their upcoming SBIR solicitation.
The solicitation is expected to be released on February 15, 2005 and will be issued through electronic means only on their

HHS/NIH Omnibus SBIR/STTR Grants Solicitation Opens (1/14/05) - The Department
of Health and Human Services has released their PHS 2005-2 SBIR/STTR Grants solicitation. This is their "all year" omnibus
grants solicitation that includes NIH, CDC and FDA. The submission dates are April 1, August 1, and December 1, 2005 EXCEPT
for AIDS related research which have submission dates of May 1, 2005, September 1, 2005 and January 2, 2006.
The NIH solicitation is one of the largest and most complex programs in the SBIR arena. It often differs significantly
from other SBIR agencies due to the nature of the health field. NIH research topics are generally not meant to be "all inclusive"
and each institute may have an interest in SBIR/STTR participation for items that serve the mission of the institute, even
if there is no topic listed in the solicitation.
There are many changes listed in this year's HHS/NIH/CDC/FDA SBIR/STTR solicitation. All interested parties should carefully
read Part I of the Program Information, Grant Application Instructions & Preparation Requirements document located
on the NIH SBIR web site at: http://grants.nih.gov/grants/funding/sbir.htm.
For the last six years the NIH has held a major NIH SBIR/STTR conference in June at their headquarters in Bethesda, MD.
It is anticipated that they will hold their 7th Annual SBIR/STTR Conference this July. This conference is highly recommended
for those who want to maximize their understanding of how to compete for the vast NIH SBIR/STTR opportunities.

NASA Final Rule Change (1/12/05) - NASA has published their final rule change
to their 48 CFR Parts 1835 and 1852 Final Scientific and Technical Reports--SBIR and STTR Contracts in the January 12, 2005 Federal Register.
This rule adopts as final without change the proposed rule published in the August 12, 2004 Federal Register. This final rule amends the NASA FAR Supplement (NFS) by adding an Alternate III to the ``Final Scientific and Technical
Reports'' clause for use in contracts awarded under the Small Business Innovation Research (SBIR) and the Small Business Technology
Transfer (STTR) programs.
This change is required to recognize the ``Rights in Data--SBIR Programs'' clause rather than the FAR ``Rights in Data--General''
clause currently referenced in the NFS ``Final Scientific and Technical Reports'' clause.
DoD SBIR Program Manager Change (1/04/05) - Thomas (Jeff) Bond has left his position
as DoD SBIR Program Manager (effective December 30, 2004) to pursue other interests in the private sector. The DoD has appointed
Victor Ciardello, of the DoD Office of Small and Disadvantaged Business Utilization (SADBU) as interim DoD SBIR program manager
while DoD seeks to fill the vacancy.
Bond had formerly been the MDA/BMDO SBIR program manager and became the DoD SBIR program manager in January of 2003 replacing
Ivory Fisher who retired.
Although Bond was well liked, he could also be controversial due to his "out of the box" methods and sometimes flashy SBIR
presentations. He was an innovator in using early multi-media presentations to attract small businesses to the SBIR program.
His signature "Money Tie" (a tie that gave the impression of being made of money) was always an attention getter at the various
SBIR conferences he attended.
Bond has accepted the position of Director, Grants and Proposals for the Association For Manufacturing Technology (AMT)
in McLean, VA. He can be reached at 703-827-5293.
HSARPA Issues SBIR FY-05.1 Pre-Release (12/21/04) - HSARPA has issued their FY-05.1
SBIR Pre-Release. The solicitation will officially open and start accepting proposals on January 20, 2005 and close on February
22, 2005 at 4:00pm EST. The term Pre-Release has different connotations depending on the agency, but in the case of
HSARPA the pre-release is very much like that of the DoD. Starting with this FY-05 offering, HSARPA, like the DoD, will allow
the small business to directly contact the SBIR topic's technical point of contact during the pre-release stage only.
On or after January 20 direct contact is no longer permitted but the small business can submit written questions to faq@hsarpasbir.com . The questions will be answered and posted electronically for general viewing to the HSARPA website, www.hsarpasbir.com.

SBA Issues New Size Regulations / More to Come / Wants Public Comments (12/15/04)
- The SBA has issued a new Final Ruling concerning small business size regulations that determine small business eligibility
for participation in the SBIR program. The new regulations are now included in 13 CFR Part 121 and were published December
3, 2004 in the federal register.
In brief this new rule makes changes to 13 CFR § 121.702 which now provides added flexibility concerning the ownership
and control of a small business. Starting with this new rule which goes into effect on January 3, 2005, a small business can
be majority owned and controlled by another entity such as Venture Capital Companies (VCCs), Employee Stock Option Plan (ESOPs),
Joint Ventures (JVs), Trusts, or other small business concerns.
This does not satisfy the BIO/NVCA lobbyists who want an exemption from the SBA size standard rules. [More...]
Update on HSARPA SBIR Release (11/30/04) - The HSARPA FY-05.1 SBIR solicitation
originally scheduled for release on November 14, 2004 has been delayed. The SBIR Gateway has learned that the HSARPA solicitation
should be released "soon" but the actual release date is unknown. However, when HSARPA releases its FY-05.1 SBIR, the opening
and closing dates will also be changed to compensate for the delayed release date.
NEW HSARPA Policy: Starting with the HSARPA FY-05.1 pre-release, you will be able to contact the topic author point of
contact (TPOC) during the pre-release phase (until the official solicitation opening date). This procedure is similar to the
model used by the DoD.
It is not an uncommon occurrence in the SBIR arena that an agency incurs a delay in their anticipated release date. Although
they do make strong efforts to stay on schedule, most agencies SBIR/STTR dates are subject to change and many announce their
release date as "on or about" mm/dd/yy.
VC & Biotech Lobbyists Push for SBIR Eligibility Rule Change (11/15/04) -
The VC/BIO lobbyists hope to get legislation passed quickly and quietly during the Congressional "Lame Duck" session scheduled
to convene on Tuesday, November 16, 2004. It is anticipated that VC/BIO may try to get the language of these bills included
in the SBA reauthorization bill which has yet to be passed. The SBA is currently running on a continuing resolution (CR).
By acting in this last minute "quiet" manner, the VC/BIO special interest groups hope to avoid hearings, studies, and public
comments, all of which could threaten their special interests. The lobbyists know that there is opposition to their special
interests, especially from the smaller and rural states that feel their small businesses could not compete a large entity
masquerading as a small business vying for SBIR dollars. [More...]

DoD Releases SBIR FY2005.1 Solicitation (11/01/04) - The DoD has released its
FY-2005.1 SBIR solicitation scheduled to open (start accepting proposals) on December 15, 2004 and closing on January 14,
2005 (at 6:00am EST). Participating DoD Agency Components for this solicitation are the Air Force, Navy, CBD, DTRA, NGA and
SOCOM.

DOC NOAA Opens FY-05 SBIR (10/20/04) - The Department of Commerce (DOC) National
Oceanic and Atmospheric Administration (NOAA), has opened its NOAA 2005-1 SBIR Solicitation. The opening date is October 20,
2004 and the closing date is January 19, 2005. This year in accordance with E.O. 13329, the NOAA SBIR program will give a
high priority, where feasible, to proposals that are directed toward innovations that will aid the manufacturing sector of
the Nation’s economy.
NOAA's solicitation is divided into 4 main topic areas with a total of 44 subtopics. They are:

8.4 Commerce and Transportation (5 suptopics) |
NOAA anticipates making about 20 Phase I firm fixed-price contracts of no more than $75,000 each (except for subtopics

SBA Announces FAST/ROP Winners (10/05/04) - The SBA has announced the 21 winners

NOAA SBIR Presolicitation Announcement (10/05/04) - Beginning October 20, 2004,
proposals are sought from small business firms for participation in the FY 2005 NOAA SBIR Program. The purpose of the Phase
1 of the program is to conduct feasibility research and development (R&D) to determine the scientific or technical merit/feasibility
of concepts/ideas as a prerequisite for further NOAA support under Phase 2. Individuals receiving awards under Phase 1 will
be eligible to compete for Phase 2 contracts. The following are NOAA research topics available for Phase 1: Ecosystems, Climate,

NIH PA Encourages Mfg-Related Topics (10/05/04) - In its commitment to support
President Bush's Executive Order 13329 (PDF) which encourages innovation in manufacturing-related research and development, NIH has released Program Announcement
PA-04-161 that focuses on our SBIR/STTR program to encourage biomedical research related to advanced processing, manufacturing processes,
equipment and systems; or manufacturing workforce skills and protection. Small businesses may also be interested in reading
a U.S. Department of Commerce 2004 report, "Manufacturing in America: A Comprehensive Strategy to Address the Challenges to U.S. Manufacturers (PDF)."
DOE Opens FY 2005 SBIR/STTR Solicitation (09/28/04) - The Department of Energy
has opened their FY 2005 SBIR/STTR solicitation which opened on September 28,2004 and closes December 13, 2004. The DOE cautions
prospective offerors that you MUST have a Dunn and Bradstreet Data Universal Number (DUNS)before submitting your proposal.
A DUNS number is free by calling 1-866-705-5711. Obtaining a DUNS may be time consuming, therefore, DO NOT DELAY.

Congress May Change SBIR Law Without Hearings or Public Comments (09/20/04) -
In the 11th hour of this Congressional session, lobbyists of influential and well-funded organizations such as the Biotechnology
Industry Organization (BIO), and the National Venture Capital Association (NVCA), have been quietly working the halls of Congress
in order to try and get their special interest legislation passed that will change the SBIR eligibility rules. They seek to
allow large scale venture capital operating companies and/or pension plans, which would include Fortune 500 owned organizations,
to own and control small businesses competing for SBIR funding. [More...]
DoD Opens FY2004.4 SBIR - Changes to MDA Solicitation (09/16/04) - The DoD SBIR
2004.4 solicitation is open for proposal submission from September 15 through 6 a.m.(est) October 15, 2004. Two DoD components
-- the Department of the Navy and the Missile Defense Agency (MDA) -- have R&D topics in this solicitation under which
Phase I proposals are sought.
The Solicitation, which contains detailed information on the parameters of the SBIR program and how to submit a proposal,

Please note : There have been two revisions to the MDA 04.4 SBIR Solicitation Instructions:

2. MDA will continue its Fast Track program.

Center for HIV, STD and TB Prevention (NCHSTP) has added 6 topics to the PHS/NIH 2005 SBIR Contracts Solicitation.
